Coming Soon to California: Slumburbs

slumburbs.jpg While the urban centers in California remain relatively safe from the tumbling housing market, the sprawling suburbs in their outlying areas are quickly heading for what some Urban Planners are deeming Slumburbia, the type miserable crime-infested living conditions usually associated with inner-cities: 

“Over the last few decades we’ve structurally overinvested in fringe real estate,” explains Christopher Leinberger, a visiting fellow at the Brookings Institute and a former developer. “Builders are experts in overbuilding, in terms of cyclical overbuilding, like lemmings to the sea. But this time it’s different. It’s not just a cycle. It’s going to take more than two or three years to recover from this.”Last fall, Leinberger published “The Option of Urbanism,” a book about the changing sociology of the built environment. He sees the growing attraction to urban living as a matter of critical importance. This month, his essay in the Atlantic magazine provocatively asserts that McMansion developments would deteriorate into crime ridden, impoverished slums. In the piece he mentions several instances of suburban neighborhoods getting hit so hard by the recent downturn that they already exhibit the tell-tale signs of deep decline: Looters stealing copper pipe and siding from new homes, gunshots puncturing picture-perfect facades, squatters taking up residence in abandoned houses.

But there’s an upshot:

“It’s an enormous opportunity,” says John Norquist, former mayor of Milwaukee, Wis., and president of the Congress for the New Urbanism. “Thirty percent of the housing stock that will exist in 2030 hasn’t been built yet. Developers who are creating walkable neighborhoods are doing very well.” Indeed, the fact that Americans are embracing walkable neighborhoods is a good thing for their waistlines, their pocketbooks and the planet. “(Al) Gore talks about the inconvenient truth,” says Norquist, “I call this the convenient solution: living in a more urban way.”

    A record low number of Salmon returning to California and Oregon tributaries to spawn last year has raised the possibility that the Pacific Fishery Management Council, a federal agency created to manage the fishery along the West Coast, may outright cancel the entire 2008 salmon fishing season:

    Such a move would jeopardize the livelihoods of close to 1,000 commercial fishermen from Santa Barbara to Washington State and would significantly drive up the price of West Coast wild salmon.

    A decision to shut down the fishery also would kill recreational salmon fishing for some 2.4 million anglers in California, an activity that the American Sportfishing Association has estimated is worth $4 billion.

    “This is unprecedented,” said Dave Bitts, a commercial salmon and crab fisherman based in Eureka. “The Sacramento fish are our bread and butter, and there are not even any crumbs. It’s horrible. It means half or more of my income is not going to be there at all this year.”

    The reasons behind this precipitous drop are still somewhat undetermined, though its basically a game of pick-your-favorite:

    The scientists, fishermen and tribal representatives at the meetings this week are trotting out various theories for the decline, including global warming, diversions of freshwater in the delta, pumping operations, a lack of nutrient rich deep ocean upwellings and exposure to pollutants. One document lists 46 possible reasons. Dygert said the death of so many salmon “is suggesting a broad-scale ocean survival problem.”

    “One thing we know is that these fish had plenty of parents,” said Bitts. “Something has happened since then.”

    Some 143 million pounds of ground beef (that’s a lot of meat balls) has been recalled by Westland/Hallmark Meat Company out of Chino, CA. The move is probably more out of a need to save face in the realm of public opinion than out of a genuine health concern, however.

    On Jan. 30, the Humane Society of the United States distributed a video that exposed the company’s cruel practices in its raising and slaughtering of cattle. It is believed that much of the meat has already been consumed, but the risk of the meat being tainted by pathogens such as mad cow disease is very low.

    Agriculture officials said there was little health risk from the recalled meat because the animals had already passed pre-slaughter inspection and much of the meat had already been eaten. In addition, the officials noted that while mad cow disease was extremely rare, the brains and spinal cords from the animals — the area most likely to harbor the disease — would not have entered the human food chain.

    The video not only illustrated the company’s inhumane practices, but also raised questions of the meat’s safety since cows that are unable to walk run a high risk of contracting mad cow disease. The video features Westland/Hallmark employees “kicking sick cows and using forklifts to force them to walk.” In a statement released on the Westland/Hallmark Web site, president Steve Mendell wrote:

    Words cannot accurately express how shocked and horrified I was at the depictions contained on the video that was taken by an individual who worked at our facility from October 3 thru November 14, 2007. We have taken swift action regarding the two employees identified on the video and have already implemented aggressive measures to ensure all employees follow our humane handling policies and procedures. We are also cooperating with the USDA investigators on the allegations of inhumane handling treatment which is a serious breech of our company’s policies and training.

    The recall was called voluntarily, and the Department of Agriculture has temporarily suspended Westland/Hallmark as a supplier to federal nutrition programs. Also, charges of felony animal cruelty have been filed against Westland/Hallmark employee Daniel Agarte Navarro and misdemeanor charges have been issued to Luis Sanchez.
